HDB Bathroom Renovation Rules: What You Can Change and When

Quick answer: Good news first: most of the things people want to change in an HDB bathroom, like the toilet bowl, basin, taps, shower set and basin cabinet, do not need an HDB permit. Tiles are where the rules come in. In a new flat, the bathroom wall and floor tiles stay put for the first 3 years. After that, replacing them needs an HDB permit and a fresh layer of waterproofing, while laying new tiles over the old ones does not need a permit. Your renovation contractor should be listed in HDB's Directory of Renovation Contractors.

HDB's guidelines can look like a long list, but most of them come down to one simple idea: keep the water in your bathroom and out of your neighbour's ceiling. Here is what that means in practice.

Swapping fittings: the easy part

Changing the toilet bowl, basin, basin cabinet, taps, shower set or shower screen does not need an HDB permit, even in a brand new flat. For many BTO owners, this is all it takes to make the bathroom feel like their own.

  • Toilet bowl: the main thing to get right is the fit, so measure your outlet before you buy with our toilet bowl guide. Going from a squat pan to a pedestal pan is fine too, as long as no new holes are hacked into the floor slab.
  • Basin: you can replace it or move it, as long as the floor slab is left alone.
  • Shower screen: no permit needed.
  • Bathtub or shower tray: leave the space underneath empty, add weep holes, and give a bathtub an inspection opening so it is easy to service later.

The 3-year rule for new flats

New HDB flats come with the bathroom already waterproofed, so HDB asks owners to leave the bathroom wall and floor tiles in place for the first 3 years. The 3 years count from the date the block was completed, which is usually before you collect your keys, so the wait may be shorter than you think. If you would like new tiles during this period, check with HDB or your contractor first.

New tiles: replace or overlay?

Overlaying is quicker, quieter and usually cheaper, which is why it is so popular. It does raise the floor a little, so check that the bathroom door still swings freely and the floor still slopes towards the floor trap.

Hidden pipes

Pipes can be tucked into the floor or wall finishes for a cleaner look, just not into the concrete slab or wall itself. Pick an experienced installer for this, since hidden pipes are harder to reach if they ever need attention.

Fans and water heaters

  • The bathroom is the one room in an HDB flat where an exhaust fan is allowed, so if you want one, this is the place for it.
  • Water heaters have power limits based on your flat's main switch. Our water heater guide explains them simply.

A few more things worth knowing

  • Contractor: engage one listed in HDB's Directory of Renovation Contractors. Any gas work goes to City Energy or a licensed gas service worker.
  • Working hours: renovation work runs from 8am to 6pm. Noisy jobs like hacking or cutting tiles are kept to weekdays from 9am to 5pm, so everyone gets a quiet weekend.
  • Kerbs: a kerb up to 100mm high and 100mm wide can be added without a permit.
  • A little more space: after the first 3 years, you can apply to extend the bathroom by up to 600mm, to a maximum of 0.6 square metres, as a dry area for a basin or shelves.
  • Wall-hung items: screws and nails can be up to 6mm wide and 40mm deep, so ask for fixings that suit heavier items like a wall-hung basin cabinet.
