Storage or Instant Water Heater? How to Choose for a Singapore Home

Quick answer: If you want a rain shower, or several people showering one after another, a storage heater is usually the safer choice. If you only need a hand shower in a small bathroom, an instant heater takes less space and heats water only when you use it. An instant heater suits a rain shower only if it comes with its own rain shower and a built-in pump. If your home has piped town gas, a gas water heater can serve the whole home from one unit.
Nobody thinks about the water heater until the first cold shower. It is worth ten minutes now, because it decides which shower sets will actually work in your bathroom.

Rain showers change the answer
A big overhead rain shower needs a lot more hot water than a hand shower. City Energy notes that an electric instant heater has limited heating capacity and cannot keep up with high flow outlets like rain showers. That is why a rain shower set is usually paired with a storage heater.
The exception is an instant heater sold as a set with its own rain shower. These usually have a built-in pump to boost the flow, so they are designed to work together. If you already have an instant heater, a hand shower set is normally the better match. Our shower set guide explains the options.
Match the heater to your flat's power supply
A quick check now saves a second trip later, and it only takes a minute.
- HDB blocks completed on or after 1 January 1994, or upgraded under MUP or HIP, have a 40 amp main switch. Any water heater that runs on a 15 amp power point is fine here.
- Flats with a 30 amp main switch suit heaters up to 3kW for instant models and 1.5kW for storage models, which still leaves plenty of choice.

Good habits for a long, trouble-free heater
- Look for the SAFETY Mark. Storage and instant electric water heaters sold in Singapore carry the SAFETY Mark, so it is an easy way to confirm a model meets local safety standards.
- Wired, not plugged in. A water heater is connected straight to the mains through a double pole switch rather than a plug socket, which your installer will set up for you.
- Pressure relief valve. Storage heaters come with a small pressure relief valve that lets out excess pressure. It is worth checking it is included when you compare models.
- Gas water heaters are installed by a licensed gas service worker, following City Energy's requirements. For HDB flats, outdoor installation needs HDB's approval.
Running cost and the energy label
Water heaters use about 10 per cent of a typical household's energy, which makes them the third biggest user after air-conditioners and refrigerators, according to NEA. Since 1 April 2025, storage, instant and heat pump water heaters sold in Singapore carry the Energy Label, rated from 1 to 5 ticks. Only models that meet at least 1 tick can be sold.
NEA estimates you can save up to $115 a year by choosing a 5-tick water heater over a 1-tick one. When you are comparing two heaters that look the same, the ticks are an easy tie breaker.

- Common bathroom with a hand shower: an instant heater is simple and saves space.
- Master bathroom with a rain shower: a storage heater, or an instant heater that comes with its own rain shower and pump.
- A household that showers back to back every morning: a storage heater sized for your family. Tell us how many people and bathrooms and we will suggest a capacity.
- Town gas already in the kitchen and you want one heater for the whole home: ask about a gas water heater, installed by a licensed gas service worker.

Frequently asked questions
Can I install a storage water heater in an HDB flat with a 30 amp main switch?
Yes, as long as the heater is rated at 1.5kW or less. For instant heaters in these flats, the limit is 3kW. Flats with a 40 amp main switch have more headroom, subject to a 15 amp power point.
Do I need an HDB permit to install a water heater?
No. HDB lists water heater installation among the electrical works that do not need a permit. Just choose a heater within the power limit for your flat.
Does a rain shower work with an instant water heater?
Usually not well, because most instant heaters cannot supply enough hot water for a large overhead shower. The exception is an instant heater that comes with its own rain shower and a built-in pump.
Do water heaters need the SAFETY Mark?
Yes. Storage and instant electric water heaters sold in Singapore carry the SAFETY Mark, so look for it when you compare models.
